Shehu Mustafa
Project Director, Energy Commission of Nigeria

Dr. Shehu Salihu Mustafa is the Acting Director and Head of Energy Transition Unit, Energy Commission of Nigeria (ECN). He has a bachelor's degree in Electrical Engineering from Federal University of Technology Minna. Proceeded to obtain an MSc in Computer Engineering from the University of Hertfordshire, UK. He received his PhD. degree in Electrical Power Engineering at Universiti Putra Malaysia with a focus on electrical machines for renewable energy applications.  He is a COREN registered engineer and a member of the Nigerian Society of Engineers (MNSE). 

Mustapha serves as the National Project Director, who monitors the project implementation to ensure that project’s activities carried out under the project meet national energy and climate goals and plans.

Etiosa Uyigue
National Project Coordinator

Etiosa has over 15 years experience working in the field of sustainable energy and climate change. He has been active in conducting energy and climate change research and promoting sustainable energy. He has served as the Coordinator and National Expert in several sustainable energy projects in Nigeria. He is currently serving as the National Coordinator for the Project, supervising the implementation of the activities to achieve the objectives of the Project.

Nkechi Isaac
National Communication Expert

Nkechi Isaac is a seasoned communicator with over a decade of experience in communication consultancy in the areas of energy, climate change and science communication. She oversees and leads awareness and promotional campaigns of the project to bring about ownership and buy-in in Nigeria with regards to clean cooling.

Osamede Onuvae
Market Assessment Expert

Osamede Onuvae is a researcher with focus on clean energy and data analysis. She has over 10 years experience working and consulting in the area of monitoring and evaluation, conducting surveys, project management and Environmental Impact Assessments.  Osamede has strong quantitative skills and leads major baseline assessments. 

She conducts market assessment for the project. The assessment will empower policymakers and regulators to make informed decisions for updating the Minimum Energy Performance Standards (MEPS) as well as serve as a baseline for measuring the regulation's impact once enforcement begins for the recommended MEPS and labels.

Brian Holuj
Programme Management Officer, UNEP U4E

Brian manages a diverse portfolio of refrigeration and air conditioning projects for UNEP’s United for Efficiency initiative, accelerating the transition to energy-efficient and climate-friendly solutions in emerging markets. Over the past 16 years, he has been fostering sustainable energy partnerships across sectors and borders, achieving breakthroughs with ambitious minimum energy performance standards and energy labels, consumer finance schemes, capacity building programmes, and market monitoring and enforcement protocols.

Mzwandile Thwala
Project Manager, UNEP U4E and Cool Coalition

Mzwandile Thwala is an Energy Efficiency Expert at the United Nations Environment Programme's United for Efficiency (UNEP-U4E) initiative, where he supports various projects across Africa. With more than a decade of experience in the formulation and implementation of energy policies, including energy efficiency, renewable energy, rural electrification and energy planning, Thwala has contributed significantly to the development and enforcement of energy legislation and standards for household appliances and industrial equipment.

His current work at UNEP-U4E involves promoting the regional harmonization of Minimum Energy Performance Standards (MEPS) for cooling appliances within the East African Community (EAC) and Southern African Development Community (SADC). In addition, he has been involved in Green Climate Fund (GCF) Readiness projects in Malawi, Namibia, Zambia, and Zimbabwe and most recently in The Gambia.

Thwala holds a Bachelor's degree in Chemical Engineering, a Postgraduate Diploma in Energy Leadership, and is currently pursuing a Master of Management in Energy Leadership at the University of the Witwatersrand.

Miquel Pitarch Mocholí
Energy Efficiency expert at United for Efficiency (U4E)

Miquel Pitarch holds a Ph.D. in refrigeration and air conditioning systems (RAC) and serves as an international expert consultant for energy efficiency projects within UNEP's United for Efficiency (U4E) initiative. He has collaborated closely with several countries, including Nigeria, Sudan, Chile, Brazil, Colombia, Costa Rica, El Salvador, Honduras, and Cuba. 

His role in the Nigerian project is to support the market assessment studies, provide recommendations for the implementation of Minimum Energy Performance Standards (MEPS) and labels for air conditioners, and provide guidance and training on Monitoring, Verification, and Enforcement (MVE) related to energy efficiency policies

Rhoda Wachira
Head, Energy Unit Africa Office, UNEP

Rhoda is the head of the Energy Unit in the Africa office of UNEP. The unit focuses on advancing uptake of renewable energy and energy efficiency in Africa. She joined UNEP in 2013 and has extensive experience working on green economy, sustainable consumption and production and resource efficiency in Africa.

Camila Luz
Communications Specialist at the United Nations Environment Programme's United for Efficiency (UNEP-U4E) initiative

Camila Luz is a Communications Specialist at the United Nations Environment Programme's United for Efficiency (UNEP-U4E) initiative, where she leads institutional communication and supports communications strategies across various projects.

She studied International Media at the Université Paris 8 and holds a Master's degree in Journalism and Human Rights, specializing in Diplomacy, at Sciences Po Paris. Camila began her career as a journalist and video producer. Over time, she transitioned into digital content production and international communications, focusing on sustainability, gender, and health.

She interned at UNIC Brazil and worked as a communications consultant at UNITAR and the Inter-American Development Bank in Washington, D.C. She is proficient in English, Spanish, and French.
